What is an MCS-150 Update?

At Boston Transportation Solutions, we understand the importance of staying compliant with federal regulations to ensure the smooth operation of your trucking business. One of the critical requirements for motor carriers under USDOT jurisdiction is the MCS-150 update. But what exactly is an MCS-150 update, and why is it so important?

Understanding the MCS-150 Update

The MCS-150 form is required by the Federal Motor Carrier Safety Administration (FMCSA) to obtain or renew your USDOT number. This number is essential for maintaining your operating authority, as it allows the Department of Transportation to collect data on your trucking business for safety purposes.

When you file your MCS-150 report, the FMCSA uses your business information to calculate a safety score through its Compliance, Safety, Accountability (CSA) program. This program collects data from state-reported crashes, roadside inspections, and investigation results, assigning relevant information to your USDOT number to analyze your overall safety performance.

The CSA Program and BASICS

The CSA program features seven Behavior Analysis & Safety Improvement Categories (BASICS) that determine how a motor carrier ranks relative to others with a similar number of safety events:

  1. Unsafe Driving: Measures driver violations like speeding, texting, reckless driving, and improper lane changes.
  2. Driver Fitness: Assesses driver qualifications through records like CDLs, medical certificates, and employment applications.
  3. Hours-of-Service Compliance: Ensures adherence to FMCSA’s Hours-of-Service regulations.
  4. Vehicle Maintenance: Covers how carriers maintain their vehicles, including roadside inspection reports and Driver Vehicle Inspection Reports (DVIRs).
  5. Controlled Substances: Evaluates whether carriers operate vehicles under the influence of alcohol or drugs.
  6. Crash Indicator: Analyzes your history of accidents and crashes.
  7. Hazardous Materials Compliance: Ensures compliance with health and safety regulations for hazmat carriers.

Why Timely MCS-150 Updates Are Crucial?

Failing to file your MCS-150 update on time can lead to severe consequences, including the deactivation of your USDOT number and fines up to $1,000 a day. Without a valid DOT number, carriers cannot maintain their operating authority, effectively halting business operations.

Determining Your MCS-150 Deadline

Your MCS-150 update deadline depends on the last two digits of your USDOT number:

  • Second-to-last digit: Indicates the year you need to renew. Odd numbers renew in odd years; even numbers renew in even years.
  • Last digit: Indicates the month you need to file. For example, if your DOT number ends with a five, your deadline is in May.

Filing Your MCS-150 Update

The best way to file is online through the FMCSA Online Registration System. Alternatively, you can paper file by mail, fax, or web form, though this can take four to six weeks to process.

Essential Information for Your MCS-150 Update

When filing your MCS-150 update, you need to include:

  • Legal business name
  • USDOT Number
  • MC Number
  • Carrier mileage
  • Type of company operations (Interstate vs. intrastate, hazardous vs. nonhazardous materials)
  • Type of operation (Carrier, shipper, broker, freight forwarder, etc.)
  • Cargo classification
  • Number of vehicles
  • Driver information
  • Copy of the Driver’s License of a filing officer (new regulation)

All motor carriers under USDOT jurisdiction are required to update their MCS-150 record every two years by submitting an MCS-150 biennial report to the USDOT to prevent deactivation.

If you are no longer in business, you must file a final MCS-150 out-of-business notification to deactivate your USDOT Number and eliminate UCR liability, even if your operating authority is inactive.

If you have transitioned to intrastate operations (within your state only), you need to file an MCS-150 routine update to remove UCR liability.
